Scruffy Joe used to be Amy's boyfriend when, as she explains it, "he was just a petty thug, and I was trying to set him straight."  Early on in "A New Beginning," Amy rescues a subway car-full of people after Scruffy takes them hostage.  When her home explodes shortly after, she fears that Scruffy and his gang are out to get her, which causes her to go into hiding in Rutherford. All is well, until Amy's "happy dough" fame catches Joe's attention, which leads him to make a trip with Michael Fowler, now turned bad, out to see her and hopefully have her destroyed.  Naturally Amy foils his schemes last minute, and Scruffy is carted off to prison.  However, his mob gang still controls the big city from which Amy came , and who knows when they might spring their boss from the joint.

Scruffy Joe also made an appearance in a flashback sequence of "A Very Amy Christmas."  There, we got to see what life would have been like had Amy never left the big city.  Let's just say it wouldn't have gone well...

Personality-wise, Scruffy Joe is not the brightest apple in the barrel.  He rivals Jake Morgendorffer in his cluelessness and his tendency to whine, yet with his "flowing, unkept black hair, his bearded face, and his rumpled dark clothes" on a "tall, svelte" body, he rivals Kristovo in the sexuality department.
